The Family Medical Leave Act requires employers to provide leave for those employees who quailify under the federal law. The bill took effect in 1993 and was intended for families with health conditions, pregnancy/child care, etc.
Unfortunately, the employee's sometimes "loose" interpretation of the law, allow them to abuse their priveleages.
